Anlässlich der unzumutbaren Zustände und strukturellen Hindernisse, denen Menschen im offenen Asylverfahren u.a. hinsichtlich ihrer Mobilität und Bewegungsfreiheit ausgesetzt sind, rufen wir als DaFDaZ-Unterrichtende (Deutsch als Fremd- bzw. Zweitsprache) und Lehrende der Basisbildung an den Wiener Volkshochschulen und in anderen Projekten gemeinsam mit den Bewohner_innen und Betreuer_innen der Notquartiere zu einem selbstorganisierten Aktionstag für FREIFAHRT für Menschen im offenen Verfahren auf. Mittlerweile haben sich der Initiative mehrere solidarische Menschen und Initiativen angeschlossen.

 

Wir begrüßen die aktuell stattfindenden Verhandlungen zwischen dem FSW (Fond Soziales Wien) und den Wiener Linien und wollen an dieser Stelle daran erinnern, dass die bisherige Regelung, eine Grundversorgung von 40 Euro monatlich (ganz zu schweigen davon, dass diese manchal auch nicht oder nur unregelmäßig ausbezahlt wird), nicht ausreichen, um eigenständig für den Lebensunterhalt bzw. für die Kosten einer ermäßigten Monatskarte aufkommen zu können.

Daher appellieren wir für FREIFAHRT für alle im offenen Asylverfahren. Es ist völlig unrealistisch, dass Menschen, denen jeglicher Zugang zum Arbeitsmarkt oder der Anspruch auf Mindestsicherung verwehrt wird, für ihre Mobilität finanziell selbst aufkommen müssen.

 

Die Stadt Wien rühmt sich selbst als „Menschenrechtsstadt“, die ihren Angaben nach auch den Bereich der "Mobilität" umfasst. Daher wäre ein Schritt in diese Richtung unseres Erachtens die Umsetzung der Freifahrt.
Apropos Menschenrechte, an dieser Stelle sei noch erwähnt, dass Obdachlose genauso einen Anspruch auf Freifahrt haben müssen!

Due to the intolerable conditions and structural obstacles people in open asylum procedures are exposed to with regard to their mobility and freedom of movement, we as teachers of German as foreign and second languages and teachers of basic education at the Viennese adult education centres and in other projects together with the inhabitants of the emergency accommodations call for a self-organized day of action in favour of free rides for people in open asylum procedures. In the meantime, several persons and initiatives have declared their solidarity with our initiative.

We welcome the negotiations between the Vienna Social Fund and the Vienna Lines and want to remind you here that the current regulation which provides for a monthly basic benefit payment of € 40 is neither sufficient for asylum seekers to support themselves nor for them to pay for a monthly ticket even at a reduced price; not to mention that this benefit is sometimes not paid at all or only paid at irregular intervals. That is why we ask for free tickets for everyone in open asylum procedures. It is completely unrealistic that people who are denied both access to the labour market and the claim to minimum social security have to cover the costs for their mobility themselves.
The City of Vienna boasts itself of being a “Human Rights City”, a concept which – according to their own specifications – also comprises the aspect of mobility. Therefore one step in this direction would consist in providing free tickets.
As regards human rights: We want to mention here that homeless people must also be eligible for free tickets!
